It and Fox Business has -- -- -- memo released by house Democrats that delivers dire warnings on the human impact across the board budget cuts one target.

Hurricane is sandy victims and with more here's Liz MacDonald.

Got the memo let's take a look at what the memo says it's putting an emotional human face.

On the impact of budget cuts -- they happen march 1 this is an event for the president's State of the Union Address.

The memos outlines 5000 Border Patrol officers could be laid off 4000 workers at the FAA is even say it could add.

Three hours -- wait times at airports 16100 welfare workers a thousand federal enforcement officers including people at the FBI hundreds of federal prosecutor that the prosecutors at the department justice tens of thousands of NH jobs.

And USDA food safety inspectors -- -- to -- sandy one point nine billion dollars and aid money taken back out of the -- one billion dollars and the aid package.

Also 353 million and welfare program reductions a 168 million an embassy security to deductions at a time and been -- used to refinance the controversy.

So you know this memo is really really -- tell them what they say -- the human emotional impact of the cuts.

Three rebuttals to it though that you know spending has done -- that ending the cuts the cuts they're talking about our third of the increase in the growth of this discretionary spending since 08.

And that you know layoffs in DC will let -- DC really wasn't.

Recession hit I was -- hit hard by the recession it's been basically immune from the recession and you know even with the cuts it's gonna delay by just two years that the point in time when that they had victim of the -- percentage -- Just standing need money now yeah I mean here in New York you see it our team is across the city that there are so many people solar power can't get back of their homes.

And now we've got this story that your breaking on Fox Business I -- how much of the money -- But from this pile of money was supposed to go to these victims that they're not that's a key question that we care trying to can't get a handle on because reports throughout they're -- -- that happened that.

-- aid package.

Really is not going towards the -- aid victims a lot of this pork right so we -- -- note that two billion or so.

Being pulled back is fortunate with in the -- bill.

-- make assertions like.

Both we have do these firings by going -- three hour delay at the airport can't the -- just decide oh given that that's too much of a delay let's cut something else I mean this is all kind of things that are.

Yet it's yet to good point that you make it it does feel when you see this statement thing here that you know I'm not sure having arrived at these numbers are these figures.

About it on -- is something again at the emotional impact that the cuts that they're trying to get out there ahead of the president's stated in -- -- about gonna make a point I think the point though that -- we do this interview we're talking David thousand about the -- on on the show that we're gonna get.

We expect more of this -- Whether -- -- come back from a tough economy we're gonna do this and we don't get specifics and even though these are specific and small.

The bigger problem is they tell the programs we don't let little talk about that's not in the memo but I had a -- -- I remembered just scaled these cuts are about 95 billion.

In a three and a half trillion dollar budget that is 95 dollars on 3500 this is not in the -- -- when they're talking about layoffs through the federal government room federal government to grow.

A lot of capacity yeah me in the workforce did too as well let me -- great -- you're in -- bottom line are at the war over drones moving closer to home.
