I believe this is due mostly to the business climate is leaving those states are going to -- the work states and probably the populations are following so I think you're seeing leadership overall and -- the work.

And today Decision Day for states on on creating exchanges under Obama care insurance exchanges.
Choosing whether -- create them themselves as had been envisioned by the I don't know whether to -- architects or.

These insurance exchanges are not happening now in what is that it's twenty.
