John welcome back to the show just to give you a few more details here apparently it was a split decision teachers got there guarantees on employment that they wanted.

Well I think we've just have a teachable moment in Chicago the last week.

Bob good people in Chicago have probably learn something they didn't know.

The system is going bankrupt there's no way that you can raise property taxes in Chicago.

Enough to pay for all the obligations of the pension benefits and everything else he promised.

These teachers the average teacher -- 76000 dollars a year plus benefits.

And the system doesn't educate kids 8% of kids -- greater college ready 8%.

So I think the parents were starting just starting.

To come up with their own solutions a couple of schools were bringing in replacement teachers many parents were leaving for charter schools which have stayed open.

Leaving for parochial schools which have stayed open I hope this starts a real debate in Chicago and around the country about how much we need education reform.

And and those last elements you mentioned at a charter schools -- -- and that's certainly erodes the CT -- negotiating position.

If they're seeing students -- run away from the public schools.

12% of Chicago students currently go to charter schools.

They kept going to class.

This should teach us something we need more choice in education.

We shouldn't be hide bound to monopoly were a few willful union members can walk out even after being given a 16%.

Pay increase offer.

Parents need to have more options.

We're not sure of what the deet tails.

Of any contractor gonna be but we did have a tentative deal that was discussed on TV if you the elements of that get a reaction.

This would -- this is again -- we do not know the results of this a three year contract with guaranteed raises no merit pay.

Limits.

Part of the of valuation based on student performance to just 30%.

And 50% half of hires must be laid off teachers.

How do you respond to that good idea bad idea.

Talk about baby steps when it comes to reform remember the union had previously agreed earlier this year to a more rigorous evaluation system.

Look we knows that there are many good teachers in Chicago but there -- many bad teachers because what 18%.

Outrageous.

While so are we need we clearly need much more reform and that's I don't think this contract.

-- is gonna do anything that you to change the underlying problems in the system.

Well -- another fact point data point here the minutes per day teacher instruction.

Minutes per day think about that a teacher instruction the national average 67000.

Chicago.

52000.

Gives you an idea how they stack up.

In terms of the amount of time teachers actually spent.

Doing the job that we've hired them to do.

Which is to instruct our young people we've got a long way to go if Chicago was not the leader John in education across the country where -- we looked him.

All I think there -- many states that are doing all kinds innovative things Indiana over half of Indiana the next few months.

We'll become eligible for school choice either -- charter school or be having a private school pick up.

The students Louisiana over half the students will be eligible for school choice there.

There are many states that are proceeding with dramatic reforms and eventually I believe they're gonna get better results we are can signing an entire generation of kids.

To a life in which they can't really get productive employment in the may end up behind bars.

Then we don't have any time to waste because once -- -- -- kid goes through school you basically can't reclaim them.
