Talk about welfare the welfare reform the Romney camp is going to after the president.

This is this this is one of those things where -- a little trouble by.
First of -- Senator Obama has so that he wasn't thrilled with the 1996 welfare reform act so in his heart I think we kind of no worries going.
But it's the same time the other side of this says a lot of those -- give the states to rights to -- run their own program -- Yes give the states the right to run their own programs but don't give the states the right.

I started welfare reform -- New York City a year and a half before Bill Clinton and Newt Gingrich -- I also remember the Bill Clinton vetoed it twice so when they say Bill Clinton passed all welfare reform.

rare they had a hard time kicking and screaming I started I started welfare reform.
The beginning in 1994 I demanded that everyone on welfare in New York City had to work.
In addition to predict and they had to work I remember you had people you gave them all those troubles and had -- jobless know.

I have a whole slew of New York Times editorials beating the heck out of me for doing that I -- keep them.
Because I was right and they were wrong what was I trying to do I was trying to reestablish the work ethic.

And I believe that the thing to most people out of poverty is to work ethic.
I think I did more -- -- people out of poverty than thirty -- 35 years of liberal programs in New York City ever -- for.
As far as the rules in the law itself a lot of people are saying wait a minute the way they put this thing together.

And now there's a question about whether or not the president even has the authority or Rory JS as the authority.
-- there's no question they don't have the authority is also true that they use that authority in the past to do some waivers.
But the reality is they don't have the authority to do it.
And I think if somebody challenged it.
That you would find that if you're strict interpretation of that -- you're not supposed to be able to waive any of that.
They want to change the work requirements you gotta go back to congress and get congress to change the work requirements can't do it by the president.
Just wanting to invite a lot more people on welfare.
Is this welfare subject -- just welfare reform that the did the president stepped in it and give the Romney -- -- got a perfect opportunity to state the middle class -- say wait a minute we don't we we are people who work for their well.
President United States -- this is only one of of a number of things it indicates the conclusion of the president I states wants to billed as bigger dependency society as he can build.
When you look at Obama care.
You look at the extensions of unemployment.
You look at the extension to food stamps.
And what this is all about is let's make as many people dependent.
As we can as opposed to let's get jobs for as many people as we can't the president has extended an awful lot of effort to to expand dependency.
He's extended no meaningful effort that's worked to expand jobs.
Just before you -- the program we did the report they came out today about a 110.
Million Americans are on some sort of welfare program in this country.
Out of 300 million of -- a 110 million this is this is become a dependent society.
That's where he wants us and that that's what he thinks we should be.
Like a social democracy and in in in Europe not an entrepreneurial society look the man doesn't believe that people build their own businesses really built the business.
He thinks government built before you you have that mindset you have that ideology.
Well that's perfectly consistent with someone trying to wave work requirements put a lot more people on welfare.
When I became -- mayor of new York at one point one million people on welfare.
And you know the recommendation I got from the commission the prior mayor appointed recommendation was to go higher more welfare workers sort of put more people on welfare.
I took the report I through the garbage can.
And I civil gonna go on a different direction and all we're gonna do we're gonna -- -- -- we -- we're going to get them back into the work -- we're gonna get them back into the experience to work.
But see that's the problem is -- -- over and over again that that from the people on that in the case workers and so forth in the field.
That there almost encouraged to sign B there are -- him upside above that weren't.
I change that I actually changed it set set of a job step program and gave the welfare caseworkers bonuses if they found jobs for people.
And by the time I left office I change the well for office is named to the New York City job center.
Perfect because when people walked -- the welfare office I wondered my employees to be thinking.
No wait a second I care about you too much of which on welfare I know what's gonna happen to if you remain on welfare you gonna lose some of that you know -- you gonna lose some of that independent -- I want you to work.
And I believe.
That that shows a lot more love and a lot more caring for people than just toss animal welfare -- model welfare to little part of the go try to find -- -- job.
