The National Federation of Independent Business put -- their monthly small business optimum in optimism index not easy to say that this is pretty grand.

The index posted its steepest drop in two years and it doesn't even take into account the supreme court's health -- ruling.

Democrats in the senate think they fixed the rolling out a bill that offers tax credits for businesses that hire.

But is this enough to get things back on track joining me now is Republican congress -- -- the chairman of the house small business committee.

Let me tell you to that survey first.

Congressman thank you for joining us first -- should -- pardon me I don't wanna be rude.

This though what makes me nervous about is that it doesn't take into account the Supreme Court decision.

Do you think that small business sentiment is even worse than the service ads.

I think it's worsen and that's kind of one of the things we hear every single week in the small business committee in the house is.

You know the concerns over health care not only you know the tax increases that the administration's proposed in the regulatory environment that's out there -- -- the health -- bill and what it's going to cost and small businesses.

So what do you -- you can -- to make that better.

Well the biggest thing right now what we would like to see in the house is to not raise taxes on small businesses.

The president talked yesterday about increasing taxes on folks making 200250.

Now he's that's not small business folks out.

-- that's absolutely small business and you know the majority fact we think it's between 800000 and a million small businesses out there.

That file their taxes as an individual and as a couple.

And it's gonna hit them very very hard in in you know the president though he -- I've heard of seeing that force is not gonna fact that many but -- fact of the matter is it just goes to show you -- out of -- he has.

Yeah -- -- taxes are the main ingredient that is that is the main thing that would help small businesses thrive because that's.

We have somebody on from the Romney campaign yesterday -- -- is over and over again is there anything else.

Well it's of the regulatory environment -- this administration whether it's the EPA and the department of energy of the Department of Labor.

You know -- variety of agencies after the continue to hammer small businesses with new regulations are gonna cost them money they gonna have to comply with.

On you know investors adding to -- that so many things out there that is unfriendly.

To the small business community that comes out of this administration.

The Democrats have the bill out there this and it it's a 28 billion dollar bill but it would allow firms to write up the cost of new equipment.

Which is probably good thing to get them spending but it would also give them tax credits.

For small businesses that hire do you think that has a meaningful impact because they think it's gonna add about a million jobs.

Well the fact of the matter is you know it's a gimmick you know how about just not raising their taxes.

You know and that's what this president's proposed I guess I kind of looking at things from me very simple -- very obvious point you.

They wanna talk about increasing taxes on small business and come up with a gimmick to gimmick tax cut -- -- to hire the problem is is is that's ultimately going to run out.

You know why not just not raised their taxes in and I think that's what the -- needs to be looking -- You -- -- congressman Rick thanks so much for coming on we're gonna ask a small business owner what he needs right after this may wanna stainless and although I'm sure you've talked to many of them on -- -- coming -- we appreciate it.
