Can governors nationwide are taking -- stand against -- health -- ruling and many are threatening to block reject or not implement at least part of it.
Despite supreme court's ruling Nebraska governor Dave Heineman is one of the governor's.
Giving up the fight he's here to talk to us -- governor thanks for joining us tonight.
It's a pleasure to be with you.
So why exactly do not want to implement best.
Well -- couple portion of this first of all Supreme Court said the overall bill was constitutional.
Particularly as relates to the -- exchanges.
On the other hand unexpectedly.
They said the unfunded Medicaid expansion.
Is optional.
Well that's very very important -- like mine -- budgets in balance.
You can't afford that unfunded Medicaid expansion.
In less you're willing to cut K12 education higher education or raise taxes are not willing to do that Nebraska is don't want me to do that.
But -- gonna fight back -- -- -- a lot to how are you gonna do it step by step and you think that you're gonna you know be able to get away with it.
Well step by step will proceed to study the exchange and now that might be implemented.
But the unfunded Medicaid.
Expansion is clearly an optional.
Situation now so we don't have to proceed with that.
And the other key thing I might -- I believe November six's the real key -- now that's the November general election the people of America are gonna vote.
If you wanna continue to proceed for -- obamacare reelect the president.
If you want to repeal and replace it and put the focus on reducing the cost of health care -- -- given more access to more people.
Then you should vote for Mitt Romney.
So as the next milestone for you is that November 16 that's when the exchanges are supposed to be set out.
Well that's a key milestone because that's the election in the meantime reminiscences sixteen -- -- sixteen.
-- November 16 is not the date that they pay -- -- must be set up.
That's the date that we have to submit our plans to ask for conditional certification.
So that is the law of the land will continue the preparation.
In terms of how we would move forward in one of the key elements of that is whether you do the unfunded Medicaid expansion or not.
And -- saying right now I don't wanna move forward with that because we can't afford it.
So we'll have a play -- ready.
But I'm hopeful on -- on November 6 is clear we have a new president a new United States senate in new congress that will block this.
So if you just stall into the election first of all do you think that there is going to be any penalty or enforcement from Washington between now manner you think you'll just be able to go ahead with that plan.
Well I would describe it is stalling will continue our planning and preparation.
Solely because the last thing I want to have happen.
Is the federal government take over our exchange.
So we'll continue to be prepared for that but I'm saying on November 6.
We get a change in the make up for the presidency what did you tell us that -- but what if you don't we have president's reelect him.
Its presence reelected we've got to continue to move forward according the law of the land with the exchange but -- doesn't mean we have to go forward.
With the unfunded Medicaid expansion because that's optional.
And how much support are you getting inside the state what you're saying.
Well I feel very good people Nebraska -- against border obamacare to begin who have.
They don't want their taxes raised they don't want their funding for their children's education cut.
And so we have a clear choice here so I think -- our support.
Is very strong -- will continue to be strong.
Have you heard from people from residents in your state on the other side -- want you to go ahead and follow the -- Well I've heard from a certain state senators there were currency senators.
They don't mind if you raise taxes.
Why do and most -- -- do so there are somewhat our be clear.
There are some of very liberal members of the Nebraska legislature or moved forward with that.
But that's not the prevailing view -- the majority opinion in my opinion.
Governor you know one of the main things of people and saying all along is that businesses are -- right now because there's so much uncertainty out there part of the of the -- Is knowing what their health care costs are going to be and whether this -- stands so it seems like you know the Supreme Court provides some type of uncertainty -- -- like -- governors like yourself.
Get in the way of that and -- may be slowing down the employment picture when you say to that.
I say that's not true in Nebraska workers on.
Worked on modernizing our incentives.
Programs lowering taxes I the second lowest.
On -- -- unemployment rate American three point 9%.
It's the uncertainty still health care taxes and regulation.
That's driving the uncertainty in the business a market and why there are willing to invest.
This law didn't totally given certainty because are still too many unanswered questions.
