Question that's -- how desperate is California.

This program has come of the formally a Golden State's financial crisis for the last two years it's getting -- us.

And now a small but telling sign of real desperation.

Here's my take on the California license -- scandal.

Right after 9/11 you could -- fifty bucks for a special plate.

And -- the flag on -- and the woods we will never forget the money was earmarked for scholarships for non eleven victim independence and anti terrorist programs.

The state collected fifteen million dollars.

Unfortunately more than half of that money has been diverted to help the state pay its massive debt.

That's is desperation.

That's not forget the planes hijacked on 9/11 -- -- route to California.

Californians eagerly paid for that special plates thinking the money would go play very well the courts.

They still -- of a one and a half million a year for those special -- he was the 88 which exposed this scandal -- -- devotion.

And the upset at survivors.

The point that this program has always made is this.

If that California got itself into this mess seventeen billion dollars in deficit people fleeing the state services got it.

So now California is rating -- 9/11 victims found in over the pay retired state workers that pensions.

That is desperation and that is a shame is not.

A position Stewart it's ridiculous.

That were losing our focus on.

9/11 losing our focus on dedicated programs and even more ridiculous sadly.

That the fiscal state in California doesn't deal with pensions and benefits and puts kids at risk that's really just.

-- -- I mean the scholarship funding actually ended seven years ago for this fun it was supposed to go initially to help the children of victims of the hunt covenants that.

That all ended not aiding in that 85% supposed to go to anti terrorism.

If we're saying this in several states my home theaters on -- sense of anger is similar with the bank ballot money.

And it's a shame but this the State's problem I gotta go down market day will -- it did just -- --
