We really don't have people sitting down and negotiating which is what they really need to be doing.
These are solvable problems -- people sat down.

Their way through this process we have a real hard time having a conversation about the facts.
And and how to resolve.
Admittedly complex issues but nonetheless issues that can be resolved if we sit down together.

I have absolutely no idea.
