Obama set to give a speech on as long awaited jobs plan Thursday a week from tonight.

The speech comes as the national unemployment rate remains above 9% in cities it's even higher averaging nine point 3%.

Some of questioned whether the poor economy is the blame.

For the recent rash of so called flash mobs and cities across the country.

Obviously there's there's no excuse for that as well in one school year but.

If these kids had.

Other places to go if they had jobs the unemployment rate for for people eighteen to 24 is is ridiculously low right now there -- that's got to be a template -- and.

No excuse.

Some of these events have taken place first in the summer so -- -- -- new school.

They've been in some instances late at night 91011.

Yes I want more jobs and unfortunately.

Congress cut the funding -- for summer jobs program resulting in 5000 fewer jobs here in Philadelphia.

Jobs program they're not -- program and hopefully -- on talk about jobs.

This behavior is unacceptable there is no excuse for a day is no explaining it away regardless of your economic circumstance you don't have a right.

To run down -- street and beat people up.

Well we can certainly do some things and that you know quite frankly we've utilize the resources made available to us by Washington through the economic Recovery Act through.

-- through the Department of Transportation through the energy.

There have been some controversies are you know.

A little bit of gridlock.

In Washington DC NN meantime as a matter of my job is to get things done I -- at Philadelphia's back to work.

And so we are doing many things on our own certainly trying to help businesses expand.

Attract other business to come to Philadelphia we've had some.

Relocations in recent times as well as business expansion growth here in Philadelphia will be opening a new hotel.

Surely there's health care.

Construction underway our colleges and universities are building.

All over the place and a number of private sector entities doing the same we're providing as much assistance as we can.

But also trying to create a climate.

-- -- Citi an educated city and a sustainable city.

Focus on the future focus on a Green economy.

Job workforce.

Training development programs -- -- that system as well and so we have to do what we have to do.

I'm looking forward to the president's speech on next Thursday.

And hopefully the congress will work with the president.

To put people back to work and whether it's through infrastructure.

Our retrofitting buildings the Green economy though building better buildings initiative we can put Americans back to work and the congress working with the White House working with the president.

All of us -- need to work in partnership cut out the nonsense cut out the partisanship the bickering and the fighting the point scoring.

And focus on -- fact that as elected officials.

We all have jobs.

In our job is to make sure that other America's the millions of Americans the millions.

In cities all across America that they get a job and we need to cut it out and get back to work.
